buttons are not fully exposed in the download and save window

In windows 7...
when I download anything from the internet, either images or videos, I click on save images/video on the drop down menu, and  the window that opens to save to your selected location.....it deosn't display fully.
The two buttons/icon at
the bottom right of the open window deosn't fully display, it looks like the bottom edge of the window hasn't fully opened and has cut right through the two buttons/icons. ( I think it's the save button/icon and the cancel button/icons but there not fully
displayed so I'm only guessing ) Tried to drag the window bigger....
it gets bigger but it deosn't open up the semi obscure buttons. I've tried different display settings and resolutions but nothing seems to work.
I can still download from the internet, but
I've got to be exact with the mouse/pointer or it just won't work/save to file....It's a pain so I'm wondering if there is a software fix out there?
