Adobe Flash does not allow me to install it staes only part can ??????

no matter what i do i can not download adobe flash
it says only part of the file can post
i have
windows 7 vista HP G60 NOTEBOOK PC 64 BIT OS
 
suddeenly Windows Library DVD thing pops up and i can not do anything with it whatever it is ?????
i can not see videos on you tube and i use to be able to  
 Adobe Reader and Air installed ok ????
