I was waiting for the usb laser mouse to 'bootup' (since it doesn't automatically, it's linked to a USB Hub) and I only have, like, two seconds to move it.
I need to change the time it'll stay on after bootup/waking up without user interruption before it does shutdown, or disable the feature altogether, and I do know it's not a 'problem', i.e.
this was put into vista by microsoft, not by viruses/errors/whatever.

Well that has a lot of adjectives but does not describe the problem that well so here is my best guess.
1st I would clear general corruption and repair/replace damaged/missing system files :
Start - type this in Search Box -> COMMAND find at top and RIGHT CLICK - RUN AS ADMIN
Enter this at the prompt - sfc /scannow

Run checkdisk - schedule it to run at next start and then Apply OK your way out then restart.

Control Panel - Power Options - on upper left side - Require a Password on Wakeup - set to Don't require
a password (unless you want it to do that).

Control Panel - Device Manager - look at Power Management settings for Network Card, WiFi, Modem,
and other devices.
(Double click the device and Power Management Tab)
Set ALL power plans to the default and then set them as you wish.
(Change Plan Settings - Restore Defaults
for this Plan - SAVE - then go back and set them and Advanced Settings as you wish.)
