All,
I have a PC that continues to prompt for a restart after a upgrade that never really happen.  No matter how many times I answer the restart prompt and reboot the PC it pops back up again for another reboot.  I have tried everything that I can find such as
renaming the XML file, the download folder, used msconfig and run in diagnostic, boot to safemode, use regedit to delete the restart key, turned off viurs protection, checked for spyware and malware, etc etc.  It has got to be something on the PC because I
have completely removed it from the network and I just have not found where I need to go to fix this problem.
One of the problems is that I cannot install any new Microsoft products.  I originally thought if i reinstalled the Windows Installer that would work but it did not.  I tried to reinstall SP3 but it failed as well  because the PC thinks a reboot is needed
to finish a previous installation.  In the many threads I have found on this I have not found anyone that has fixed this problem.  So I am asking if anyone can help or has any new info??
