Cannot install updates/apps or upgrade to Windows 8.1

I am currently running Windows 8 Pro that was pre-installed onto my laptop when I purchased it.
I'm having two issues that may be connected.

1.) When I attempt to install updates or apps, the store gives me either error code: 0x80070002 or error code: 0x80246007.
I have tried all methods (WSReset.exe, Clean boot, SoftwareDistribution.old, downloading apps individually) to no avail.
I chatted
with a Microsoft technical assistant who believed it to be a licensing activation error but did not help me fix this issue.

2.) I cannot find Windows 8.1 in the store.
The update KB2871389
is installed on my computer, I have 400 gigs of space available, ect.
There should not be a reason that I can't find or install the system update, but it does not appear.
This is what my main store screen looks like: 
(No Windows 8.1 update??)

I'm honestly quite frustrated with the entire situation.
I was hung up on twice when I called Microsoft volume licensing services to see if that would fix the issue.
I tried to sign up with the Microsoft Volume Licensing
Service Center for possible assistance but I have no idea how to find my License number or Authorization number.
These issues have rendered my computer pretty useless, so I would appreciate any help I could get.
