hi
I am using win 7 ultimate 32-bit and after i restart my comp i have to open ie first and only than to use other divices that need intenet connection like skype for ex.

Do you face this problem on wired or wireless?

Do you get any error message?

Check if that device is getting detected in device manager?

I would suggest you to update the network card drivers from the manufacturer’s website and see if that helps.
1.
Open Device Manager by clicking the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Device Manager.‌ If you are prompted for
an administrator password or confirmation, type the password or provide confirmation.
2.
In Device Manager, locate the device you want to update, and then double-click the device name.
3.
Click the Driver tab, and then click Update Driver and follow the instructions.

if that does not help, I would suggest you to disable all firewalls on the computer and then connect the external devices like Skype and see if that helps.

To install drivers and other optional updates

To install optional updates, you need to review and then select them from the list of updates that Windows finds for your computer. Optional updates are not installed automatically.
